Tablet Input Panel (TIP) available for Vista Beta 1.... sort of

I was really thinking about trying out Vista on my Tablet but the Tablet Input Panel (TIP) was a glaring omission. Now Hilton brings news that the TIP is available for download, but only to registered beta participants.

Someone please explain something to me - if Vista Beta 1 is available to MSDN subscribers, why isn't the TIP available as well?
